The development of human resources and science and technology in agriculture and natural resource management requires that higher education institutions in agricultural fields have the mandate to produce agricultural human resources with specific expertise. The contribution of higher education institutions to such development is manifested and implemented through the Three Pillars (Tridharma) of Higher Education, consisting of education, research, and community service. Education produces quality human resources, research has produced science and technology, while community service has utilized science and technology for development in agriculture.

The policy at the university level has changed, marked by changes to the Statute of the University of Bengkulu in 2013. It had an impact on policy adjustments at the Faculty of Agriculture level and at the Department level, as well. Two main aspects that must change are the focus of agricultural education oriented towards coastal areas and tropical forests, as well as the period of policy achievement that must be achieved by 2025. These are the basis for formulating the Strategic Plan of the Department of Forestry, Faculty of Agriculture, University of Bengkulu, in 2021–2030.
