
Strengthening the Capacity of POKDARWIS Kaana Village to Support the Development of Enggano Island Marine Tourism Village
MARINE SCIENCE UNIB | Community service activities carried out by Lecturers of the Marine Science Study Program, Faculty of Agriculture, Bengkulu University (IKL FP Study Program. Unib) namely Ir. Dede Hartono, MT and Ir. Zamdial, M.Si, in this case, it is to strengthen the existence of Pokdarwis Karyaguna in the hope that it can enlarge its role in tourism management efforts in Kaana Village, especially and on Enggano Island in general. The management and development of the tourism sector, in addition to requiring the support of the wealth of tourism potential, ease of transportation, and various facilities, is also very important, meaning support from tourism institutions, such as legality rules, tourism actors, and community groups who care about tourism activities. One of the institutional forms that have recently become the focus in the management and development of tourism in an area is the Tourism Awareness Group or POKDARWIS. According to the Director General of Tourism Destination Development (2012), the Tourism Awareness Group (Pokdarwis) is one of the components of society that has an important role and contribution to the development of tourism in their area. The existence of Pokdarwis needs to continue to be supported and fostered so that it can play a more effective role in contributing to community participation to create an environment and atmosphere that is conducive to the growth and development of tourism activities around tourism destinations. To empower Pokdarwis in Kaana Village to be able to carry out their role and contribute to the management and development of marine tourism potential to encourage the formation of Kaana as a Marine Tourism Village, it is necessary to strengthen the capacity of pokdarwis. All Pokdarwis members must be equipped with mastery and understanding of aspects related to tourism development.
A Pokdarwis becomes strong if all its members master and understand all its tasks and functions. For this reason, there is an effort or concrete action to strengthen the capacity and role of Pokdarwis, which in the end can actively participate in supporting the development of the tourism sector by optimizing tourism awareness in Kaana Village. The strengthening of Pokdarwis is directed so that the management and members improve their ability to understand various technical, social, and economic aspects related to increasing the role of Pokdarwis to participate in encouraging the development of Kaana Village as a marine tourism village. Theoretical understanding of the field of management must also be strengthened in carrying out the functions, duties, and roles of Pokdarwis. Several materials must be used as learning materials such as the Tourism Awareness Group Manual (Pokdarwis), Regulation of the Minister of Maritime Affairs and Fisheries of the Republic of Indonesia Number 93 / PERMEN-KP / 2020 concerning Marine Tourism Villages, Regulation of the Minister of Culture and Tourism Number KM.67 / UM.001 / MKP / 2004 concerning General Guidelines for Tourism Development, Regulation of the Minister of Culture and Tourism Number PM.04 / UM.001 / MKP / 2008 concerning Tourism Awareness, 2021 Tourism Village Handbook and Green Tourism Village Development Guidebook (2017). The delivery of all materials for strengthening the capacity of Pokdarwis was carried out through lectures using infocus, empowerment, and mentoring. In the implementation of strengthening the capacity of Pokdarwis Kaana Village through socialization-counseling activities, the target audience is given the widest opportunity to discuss and answer with the community service organizers.
The people of Kaana Village and Pokdarwis Karyaguna, need to strengthen their understanding of various aspects of regulations and management of tourism potential management to support Kaana Village as a Marine Tourism Village in Enggano-Pulau Ennggano District, North Bengkulu Regency, Bengkulu Province. The management of tourism potential in Kaana Village is directed in the form of marine eco-tourism while still paying attention to the principle of optimization for sustainability.
